STABLE TAX ENVIRONMENT


  • In light of the US Supreme Court’s Wayfair decision, we support the collection of online sales tax in a fair and efficient manner without creating undue hardship on small business owners
  • Monitor effects of the federal tax law effects and subsequent state decoupling

PAYMENT IN LIEU OF TAX AND TAX-INCREMENT FINANCING


  • Support the use of Payment In Lieu of Tax (PILOT) projects as an economic development tool to advance job creation and maintain Chattanooga’s competitiveness in recruiting new businesses to the area
  • Support Tax Increment Financing (TIF) as an economic development incentive and financing tool
  • Commitment to working with the state, city, and county to develop additional innovative solutions that will incent economic growth and ensure competitiveness

QUALITY OF PLACE


  • Support enhanced community amenities and assets which foster talent retention and attraction

BLIGHT REMOVAL AND INFILL DEVELOPMENT


  • Support blight removal and increased infill development to grow our city’s tax base and improve economic development opportunities

DOWNTOWN DEVELOPMENT


  • Support the Business Improvement District initiative which creates a funding mechanism to adequately address the needs of downtown Chattanooga
  • Work with our education and community partners to plan and support the health and wellness district

REGIONAL COLLABORATION


  • Work within the framework of the Greater Chattanooga Economic Partnership to support improved regional collaboration on issues affecting the greater Chattanooga region 

INCREASE BROADBAND ACCESS


  • While Chattanooga/Hamilton County is fortunate to offer residents some of the fastest internet in the nation, we realize internet access is still a struggle for many Tennesseans. We support increased statewide investment in broadband telecommunications infrastructure, specifically in more rural areas

LAND USE


  • Support policies and zoning initiatives that provide support and increased availability of manufacturing sites 
  • Support efforts to locate upwards of 500 acres of Greenfield and brownfield sites to make shovel ready for further economic development (CC)
